Engineers often answer questions with it depends, and this is one of those cases. In Texas, whether engineering services are required depends on how the work is defined and applied under state statute and guidance published by the Texas Board of Professional Engineers and Land Surveyors (TBPELS).
When a project involves the design, construction, alteration, or preparation of plans and specifications for a building, questions often arise regarding whether engineering services are required. TBPELS publishes official guidance and a flow chart to assist owners, design teams, and contractors in evaluating these requirements.

Projects usually begin with an initial conversation to understand the facility, scope, schedule, and delivery method. From there, we work with the owner or architect to define services, establish expectations, and align on project goals. If appropriate, we prepare a proposal that clearly outlines scope, responsibilities, and deliverables.
